Investment Reporting and Agreed-Upon Procedures

Part 1 — Investment activity reporting

Companies holding an investment project must file periodic reports on the National Investment Information System to the investment registration authority and the state investment administration. This obligation is separate from tax filings and financial statement submission, and is the compliance item most often overlooked by foreign-invested enterprises.

Report types, reporting periods and filing deadlines are set out in the Law on Investment and its guiding documents and change over time. The deadline matrix for each company is built from the source legislation in force at the time of performance.

Part 2 — Agreed-Upon Procedures (AUP)

In an AUP engagement, ASTC performs procedures agreed in writing in advance between the company and ourselves, and reports the factual findings. An AUP engagement provides no assurance opinion — the users of the report draw their own conclusions from the findings.

The service is performed under Vietnamese Standard on Related Services 4400 (VSRS 4400).

Typical AUP subjects

  • Payroll and personnel: accuracy of the payroll, deductions and compulsory insurance contributions
  • Labour law compliance: labour contracts, working hours and personnel files
  • Project costs: cost documentation testing as required by a donor or parent company
  • Revenue and receivables: sample testing against criteria the company sets

A four-stage process with Quality Gates

Scope limitation: an AUP report presents factual findings only from the agreed procedures. It is not an audit report, expresses no opinion on the financial statements or on overall compliance, and is intended solely for the parties that agreed the scope of procedures.
